As someone who has worked in the criminal justice system (in England & Wales) the very last thing that would be disallowed in prison is masturbation. It's not encouraged but in private no prison officer would ever stop any inmate. The stress buster that is an orgasm - costs nothing and has a calming and soporific effect - is recognised as being beneficial.

From what I am reading, UK is far more lenient on self pleasure in prisons (lucky guys and gals), However, in the US, there is still a stigma on masturbation dating back to the late 1800's. It still exists today in many US prisons. I do agree it should be allowed for health and a stress reliever. It is still remains a turn on to think about enforced abstinence while serving time, for some it is deserved.

I toured a local jail when I was in college and there were windows in each cell that guards could look in when walking around a catwalk. I saw several inmates jacking off. Most were under their covers, but a few were doing it unconcealed. We were told that it was a violation to do anything sexual, but they "looked the other way" if the prisoner was in their cell and not being overt about it.
